Policies not being enforced

A while back, our PDC crashed. We promoted the BDC to a PDC and rebuilt the original PDC. Once done we made the original PDC a PDC again. The policies that were in effect were rewritten and saved as ntconfig.pol and placed in the netlogon directory. Our problem is that now none of the policies are ever taking effect. Anyone have any ideas as to 1) Why this is happening? and 2) The solution?
