policy in Windows 2000 Professional

In my win 2000 Professional, i want to set some polices for certain users. am able to do this on WIn 2000 Server using POLEDIT.EXE.

But POLEDIT.EXE is not there in Win 2000 Professional. now i want some polices for locally logged in users. when my son logs into win 2000 Professional he should not get access to MODEM ,
D Drive , he should not be able to install any programs. how do i create this environment for him in Win 2000 Professional ??
