Possible trouble with Processor

Is the processor the problem?

1. No sound or video even after swapping out the video card,
2. Hard drive powers up
3. CD-ROM powers up
4. Memory looks okay
5. CPU fan is on, however, may have low voltage, which may have caused the processor to fail.

6. This pc is a Dell Dimensions 4100, 128 mg of RAM, P3 processor

Could the processor be burned out?
