Power Users & installing local printers

For some reason, power users cannot install printer software and drivers. I checked the group policies for installing printer device drivers and they are correct. Power users have the right to install printers The laptop finds the printer and tries to install the software/drivers. Then a screen comes back stating, Access denied. Any reason why this would be happening?
