PowerUser Add Print Drivers In XP

Has anyone found a way around needing Admin privileges to add print drivers in XP Pro? Our users are on the road and need to be able to add a local printer. We have only been successful with Admin privs, also appears to be true of network printers.

We are checking settings with network group too.
