PPTP on NT Server and Network Speed

I have an NT 4.0 server running SP6a and PPTP for a VPN. My problem is response when connected to the VPN over the Internet. Is there any way to increase the network speed. The best speed I get is 9600. The remote computer connects to the Internet at speeds in excess of 48000. Any thoughts would much be appreciated.
