Preconfig Win 2000 Professional Settings

How do you preconfigure all the Hardware and software installed in Windows 2000 professional without using profiles or generic logons. Example I install a new piece of hardware as an Administrator but when a user logs on this device does not work because the Registry cannot be updated by general users.
