press ctrl+Alt+Del to unlock

Hi guys ‘ my brother’s pentium 4 win 2000 compaq laptop brings up “press ctrl+Alt+Del to unlock” immidiately after starting up and the mouse seem to work(move) but there is nothing to click on from the page displayed and the keyboard seem not to be working when press the command displayed “press ctrl+Alt+Del to unlock” how do I bypass it and make it give me user account n password page ?
it gives me a 1 second of showin hibernatin page when startin up and it does dat very quickly without havintime to do anythin
