Prevent Web Content

We use Windows 2000 A.D. with mostly XP Pro clients. Without using a proxy server, is there a way to block all web content? Through group policies, I do not allow IE, have active desktop disabled, and in Windows Explorer, I do not allow the address bar to be displayed. However through Windows Explorer, one can still reach the internet via the Search Explorer Bar option.
