Preventing UCE messages been relayed

I have an Exchange 5.5 Server that is live on the web.

Some one is sending messages throught it. I need to stop them from doing this.

Do I go into the Internet Mail Connector and go into the Routin gRestrictions Option then only allow the internal IP address and live ip address of the server in the allow routing messages?
