preventing users running Shutdown.exe

How can I stop users running a shutdown utility on my public access lan running win2000 pc’s. Users have been given admin rights to allow certain hardware rights but one or two are now running a remote shutdown routine on other pc’s on the subnet. Not sure exactly who or how!
