Primary and secondary IDE problems

I have just wiped the HDD clean on a HP 6535 and installed windows 98se and the pri. and sec. IDE controllers stick with a “!” in yellow and windows says the drivers need to be updated. When I try windows says the best drivers are already installed. The HDD is a seagate 8gb. I tried the restore the MBR with seagates disk wizard with no luck. Can someone please help me with this problem!
