Primary IDE controller / yello exclmtion

I have a Emachine 400i. Old but working with Windows 98. Checked through all hardware and found Intel PCI Bus Master, went to Intel and uploaded new drivers. yellow exclamation is still there. Computer still works, but slow, sometimes running out of memory while online.
