print server problem in nt

i have a hp jetdirect ex plus3 print server. i am installing it on nt 4.0 sp6a. it installs fine but when you go to add a hp direct port it gives this error”configuration channel is busy, cannot connect to network at this time” i have shut all workstations down just the server up and still get error that is busy has been givig this error for days. any suggestions what to do?
