Print Spooler Not Deleteing Print Jobs A

We have an HP 8150 printer. Any jobs sent to it remains in the spooler after it prints. If you restart the printer, it prints the jobs again.
The printer is not configured to retain jobs (this is confirmed). We have recreated the queue numerous times. The drivers are the latest available.
Permissions in the WINNT\System32\spool\printers is set to change. (Even sys admins are having the same problem).

Does anyone have any other ideas on what causes this?
