Printer Issues

I am running windows 2000 and have anHP Deskjet 690c printer. I am having trouble printing a test page. I receive an error message saying that the device is not turned on. I have checked the ports and replaced the printer cable all to no avail. I even tried another HP printer and got the same result.

Please help
