Printer Setup

In XP or 2000 why can I not set a printer mapping in the local machine add a printer wizard as local administrator as we were able to do in NT4.0.(eg. \\servername\prnter. This made the printer part of the local machine, and who ever logs on to thismachine will have this printer.
