printer won’t install

On a windows NT4 w/s, printing to another NT4 w/s’ printer…when I install the printer as the user…it installs but just does not send anything to the printer. If I print a test page…nothing goes.

If I logon as administrator and do the same install steps it works fine. But as the user it won’t. Why?

Also, MS has a way of editing the registry so new users get a default printer…what about a variation on this to get my problem solved…I mean, what about moving the administrator’sregistry settings to the User’s branch of the registry….I just don’t know how, maybe it is b/c we use Roaming profiles. Any thoughts?
