Printing as Power User

According to Microsoft, you should have rights to add a printer and print to it as power user in XP. We have over 300 users with XP. They are power users and can install printers. They can print to it as well but once they reboot the printer gets grayed out and they can no longer print to it. What is happening? We can add the printers as admin and then they will stay for the power user but we dont want to have to log in as admin and add every printer for every user. With windows 2000 we just walked them through it over the phone because they were admin equivalent. Shouldn’t power users be able to install printers and keep them there?
