Printing crashing Win 98 SE

Each time an attempt is made to print to a local printer that is turned off, Windows locks up, then crashes and wipes out most hardware settings. Each time I have had to reload the entire system and delete duplicate hardware devices. Has anyone had this experience and have they been able to resolve the problem ?
