Privileges for Time and Date

I created a user account on Win2k Domain
and a login.bat file that included the
NET TIME command to sync. workstation to server time. My NT4.0 workstation
says I do not have privileges to change this
setting.(works if I login as administrator)
What user right settings need to be changed?
or does a system policy need to be created?
