Problem after installing Windows 2000

I have installed Windows 2000 on my PC!Common users are logging to it,but cannot run any installed SW ! After I changed their user rights to specific PC, they are able to run all installed SW on PC! Do someone know,how to deal with this problem without enabling users-power users privilegies ?
