Problem in Apache.

We have an Apache Server installed and supports 5 sites based on Virtual Hosts.

Frequently there appears a message in the log file.

[Mon Aug 16 10:23:12 2004] [error] CONNECTION_REFUSED [os error=115, line 1476 of ../nsapi/URL.cpp]: 192.16.0.24:7001 errno = 115

In the above line pasted the error number is either 0 or 115.

At this moment, when the site is accessed it seems to slowing down.
Can anyone help find what this error means and what should be done in order to prevent it?
