Problem in Service Database

I am having windows nt 4.0 server. i experiencing my machine is behaving upnormally. I am sure i don’t have virus. i want to reinstall netbuai and tcp/ip protocols. whenever i am trying to remove those protocols it is saying service database is locked. i had seen my netlogon service is also stopped. i am unable to start that service also. what could be the problem. pls. give solution.
