Problem setting up w2k dns server

I am installing w2k server to be the main domain control server. The mc is not connected to any network. From the configure my server screen, i select ‘this is the only server in my network’ opion. I then name my domain “developmenT”, and then I named my public domain name “local” as instructed by the prompts. While installation continues with these settings, we come to “configuring active directory” we get an error “active directory installation failed” the oporation failed with the followingerror “the network location cannot be reached” .
