problem with FDD

i have a duel boot system.windows 98 and windows 2000 pro.my FDD is working well in win98 but under win2000 its only one time read data and always show same data .i alraedy check every bus system and cleaned it properly ,but nothing ….interestingis that when it read one disk ..after that without disk it showen same data
