problems after win98se clean install

After reformatting hardrive I installed win98se upgrade. Everything is working well except that I can’t reload some older win95 compatible software from the CD ROM. It tells me the executable is not a win32 app. In some cases the setup program isnot even visible to select and run. This problem seems to be the CD only, not the floppy.
What do I do?!
