Problems multi-homing NT Server

I am trying to multi-home an NT 4.0 Server and am having little success. I have installed Netbios, however we do not have a WINS server running. Am I correct in assuming that this must be present? Do I need to make changes to the LMHosts file? I have added the extra IP address and ticked IP forwarding and if I do ipconfig I can see 2 ip addresses. Any help gratefully received.
