Problems shutting down Windows 98

I have a Hewlett PAckard Pentium II 533 Mhz machine that just recently has begun to exhibit strange behaviors. WHen I go to shut it down from the menu, it doesn’t freeze but rather reboots itself. I have tried uninstalling every possible applicationthat has recently been installed even updating video and sound drivers. Does anyone have any idea what I should be looking at?
