Problems with online applications

I am unable to get MSIE, Outlook, or ping to run.
Have win 98se running on P III 600 with 256k ram. Internet connection is Verizon DSL (home).
It appears that no program that uses the internet works.
Is this a win98se problem or a problem with tcp/ip? How can this be fixed? All recommended updates have been done.
