Processor Queue Length in Performance

I am using the NT performance monitor and I have a difference between the % of Processor Time and the Processor Queue Length. Currently for the average, the % of Processor Time is 4% with a Max of 30% and I have a Processor Queue Length average of 8.22 and a Max of 19. According to TechNet, the % of Processor Time should be less than 75% (which it is) and the Processor Queue Length should be less than 2 (which it is not). My question is, shouldn’t the % of Processor Time be high if the Processor Queue length is high? Also, what is the difference between the Processor Queue Length and the Server Work Queue Length?
