Processor usage always at 100%

I have a pc that is running Windows 2000 Pro. It seems to run slow at times, even after a reboot. When the Task Manager is opened, and the performance tab is selected, the CPU usage is at 100%, even if no programs are running. Does anyone know of a way to find out what is causing this high usage all of the time? Please advise.
