Program doesnt work for user logon

I am running windows 2k on a machine hooked to a domain, and have installed programs for the users that log on to the domain to use. All work except 1. It is a database program, and when trying to use it on the user’s acc. it replies that it cannot access the database. What can be done to solve this problem? Thanks for any help.
