program not found – Uninstal.exe

Whenever I click a link in order to visit that specific website system prompts a message:

Program Not Found
Windows cannot Uninstal.exe
This program is needed for opening files of type
‘URL-Hyper Text Transfer Protocol’

As a result I can not visit any website by clicking on a link from outside of the browser. Within the browser It is ok.

Grateful if you will Please advise me the reasons and possible solution to address this issue.
