Program randomly uses all CPU power

Running WinXPHome. A program named pctspk.exe randomly and continuously pops up and uses all the CPU power, causing drastic slow down on all other processes. I have gone into Services and disabled this program, however, it keeps popping up. Can you give me a clue as to how to keep this program from hogging the CPU?
