Programs causeing low system resources?

I have a user running win98 on a IBM 300pl with 128 megs of RAM. And whenever he opens three specific programs the system resources drop form from whatever they where at to about 13%. It hasn’t alwsy been this way and other users run the same combination without the same problem. Any ideas or solutions??
