Prolems recognizing CD player

I am attempting to format and load Windows on a used hard drive that I have installed on my laptop (using a CD RW drive with a USB connection-I have tried using both Windows XP and Windows Vista installation disk with the same results) . I get a “no bootable disk in USB CD Rom. Any ideas?
