Protect Desktop Shortcut in WinXX?

How can I protect a Desktop Shortcut to be either deleted or modified whatever the version of Windows?
Our clients seem to ‘play’ a lot with our software shortcut (I admit it contains lots of options in the target line) causing a lot a Tech Supportphone calls.
