Proxy 2.0

I’ve installed Proxy2.0 on NT 4.0 srvpk 6. I want to open it up for the company so all the users can access FTP site for downloading, run real audio, ICQ, Instant messaging, and port redirection from websites. What do I need to to cause right now I cannot figure out how to lift these restrictions. I am not running WSP client services at the workstations.
