Proxy Client

I have a few users who take their laptops off site. On site they use the proxy client to access the internet and this works just fine…however when they take the pc’s offsite they can not use their laptops to connect to the internet unless they remove the proxy client. In older Win95 machines proxy loaded an icon in control panel called WSP client which you could use to turn off the winsock proxy. How do I do this in Win98?? I don’t want to have to load and unload the software all of the time.
