Proxy Problems

we have a proxy server in our intranet that it is our gateway to the internet .
But a wide varity of application do not work throu it .
for example we can not ping or telnet or ftp to another site in the inetrnet, although all protocol is supported and all ports are open on the proxy server .
i would be very pleased if you tell me which part of our proxy working in error .
