Publishing Active Directory Snap-ins

Is there a way to publish active directory snap-in? In my studying, I have found that Microsoft talks about the ability to do so, however, they don’t tell you how to accomplish this. Is this possible, if not, what is another solution to remote manage active directory without actually visiting the domain controller?
