Put Frames on an External Link

I want to be able to make external links on my site load in a frameset.

So on a page, I want certain external links to load in a frameset with my header and footer. Now I don’t want to create 20+ pages and specify the middle frame as the external one. I just want to use some javascript to automatically load a top frame and a bottom frame around the external link. Is this possible?
