quickbooks pro on win2kpro

we have deployed quick books pro 2000 on our windows 2000 domain, but the regular user of the cannot run this program and they have to be Administrators. the company tells me that they know about this problem, and they told me that this happens b/c the regular users don’t have full rights to win2k registery.
Can any one tell me how to give a user full rights to the registery from the domain security policy. so i wont have to make everyone a adminstrator on our domain
