RAS and Member servers

I am trying to set up RAS on an Nt4 \ Exchange Member server. In RAS admin it is not picking up the list of users from the PDC, it only sees the default administrator and guest. Has anyone come across this? Are ther issues with Ras and Member servers? Is it better to go with PDC \ BDC?
