Ras in Win 2k

I have upgraded my NT 4.0 server to Win 2k ( a clean install) On NT I had a Digi multiport controler with a Us Robotics Modem for our sales staff to dial in. In Win 2k I cannot get my modem to answer. I have enable Ras and routing. I have set thepolicy to allow Remote access. I can hear to modem kick in on the server but on the laptop I am dialing in with it come back with no answer. What could the problem be. There are no device conflicts
