RAS Modems in use

I have an NT box (v4 SP6a) running RAS with a single RocketModem II board (4 modems).
Everything worked perfectly until the other day. When you dial in, the line just rings. When you dial out, you get a timeout. Watching the modems, I have noticed that RAS is “Talking” on the modems. You can see bytes clicking away (1-3/sec). When you STOP the RAS service, the bytes stop and Hyperterm can dial out. I have narrowed it down to the RAS Service and have reinstalled it, the SP, and the RPC service. Please help
