RAS troubles

My network is a small one- about 30 or so users. I use static IP addresses. I’ve set up a RAS server service on my BDC (NT4 SP6). Clients can establish a connection as seen in Event Viewer and RAS Manager but are unable to browse the network or any computer. A Win 95 client gives a “No domain server was able to validate your password” error on connecting.

I don’t run DHCP, WINS, or DNS. Where can the problem be?
