read cd’s only if present at boot

Hi Folks, hope someone can point me in the right direction.
I am working on a clients pc that has a strange problem, it will only read a cd if it is in the drive when the pc is booted, if the cd is then removed th systems will continue to show it’s contents in the drive and will error when a file is clicked, the same is true for removable memory sticks (in a usb memory card reader). I have tried a bios update and run all the available windows updates the systems is a P4 2Ghz 512 ddr 266 on an abit IT7 mainboard, cdrw is on secondary ide controller, as master, hdd’s are raid 1 on an onboard highpoint ata raid controller.
I believe it is a software/os problem as the same thing occurs with an external usb memory reader and an external firewire dvdrw.
