Reappearing files

I have a Win 2000 domain. We are using Terminal Server and have redirected the users files to a different drive. Recently my users have been deleting files only to have them reappear the next time that they log on. Not only deleting but moving a file to a different folder causes the file to be in two places the next time they log on (the original folder and the folder that it was moved to). Any ideas on how this can be fixed would be greatly appreciated.
